<p>The authors of the articles in this issue of the journal, answering the question: ‘Can the future of HEI libraries be predicted, or will it remain turbulent and uncertain?’, undoubtedly add intrigue and interest for colleagues from different continents with their reflections, facts and predictions. A thematic analysis of the articles allows us to identify seven clusters with different content focuses: (1) Open science, open education and research data; (2) Digital transformation of libraries and infrastructures; (3) Libraries in times of war and crisis; (4) The educational and pedagogical role of higher education libraries; (5) Communications, social media and user behaviour; (6) Cultural heritage, collections and periodicals; (7) Management, policies and inter-institutional cooperation. An analysis of the publications presented in issue No. 10 of the journal ‘University Library at a new stage of social communications development’ (UniLibNSD 2025) suggests that the transformation of higher education libraries in different countries during this turbulent time of change is twofold. On the one hand, it is predictable: in terms of open science, digitisation, repository development, research data management, information and digital literacy. These areas are shaped by international policies, technological trends and the expectations of the academic community. On the other hand, the transformation is taking place in conditions of turbulent uncertainty caused by war, crises, resource inequality, the rapid development of artificial intelligence, and changes in users' information behaviour. Thus, the modern library of a higher education institution in any country is developing at the intersection of predictable transformation and turbulent reality, where its stability is determined by its ability to simultaneously: first, systematically implement changes and integrate them into the institutional model; second, respond quickly to unpredictable challenges.</p>T. <p><strong>Objective.</strong> This scholarly publication aims to analyze international experience in preparing libraries for emergencies and to highlight the efforts of the V. I. Vernadskyi National Library of Ukraine (NLU) in this area. <strong>Methods.</strong> To achieve the stated objective, the study employed methods of comparative analysis, systematization, generalization, and case study. <strong>Results.</strong> The main outcome of the research is the identification of the current level of library preparedness for emergencies. The majority of institutions lack formalized emergency response and cultural heritage preservation plans, or their plans are outdated. This finding is supported by international surveys and the analysis of practices in Southeast Asia and the United States. The case of the V. I. Vernadskyi National Library of Ukraine revealed the implementation of a multi-level system of measures aimed at minimizing risks and ensuring the preservation of cultural heritage under emergency conditions, particularly during wartime. This system has proven effective in countering contemporary threats and has positioned the NLU as a leader in emergency response in times of war. <strong>Conclusions.</strong> International practice demonstrates that effective emergency planning is a critical factor in minimizing risks for libraries, ensuring the preservation of cultural heritage even in the context of armed conflicts and other disasters. The experience of the V. I. Vernadskyi National Library of Ukraine serves as an example of an integrated approach to emergency preparedness. Such a comprehensive strategy enables not only the minimization of cultural heritage loss but also enhances the resilience of the library system in the face of multidimensional crises. To enhance the effectiveness of libraries' responses to emergencies, particularly in safeguarding cultural heritage, it is essential to implement flexible plans adapted to local realities, ensure continuous staff training, and undertake digital modernization, which should become a standard in contemporary library practice.</p>O. <p><strong>Objective.</strong> To analyze the development of the corporate publication «Bibliotherapist<em>»</em> over a ten-year period and to assess its role in fostering the professional growth of the Scientific Library staff of KhNMU. <strong>Methods.</strong> The study draws on a retrospective analysis, content analysis of the publication’s issues, and examination of statistical data from the university repository. Special attention is devoted to the stages of development, communication strategies, and student involvement in the publication process. <strong>Results.</strong> The research identifies the key stages in the publication’s development and highlights the factors contributing to its growing recognition both in Ukraine and abroad, particularly due to its visibility in the KhNMU repository. The involvement of students in the creating special issues and their role in the editorial board also emphasized. <strong>Conclusions.</strong> The «Bibliotherapist<em>»</em> bulletin has become an effective tool of communication between the library and the university community, as well as with external audiences. <p><strong>Objective</strong>. The Iraqi Qualifications Repository (IQDR) represents a significant step in Iraq's efforts to modernize education and establish a prominent position in global scientific research. This article provides a detailed overview of the repository, focusing on its history, features, impact on academia, and the challenges it faces. <strong>Methods</strong>. The article places the IQDR within the broader context of digital scholarship, examining its technology, multilingual options, metadata features, and its potential to serve as a model for other national academic repositories in the region.<strong> Results.</strong> The Iraqi Qualifications Repository (IQDR) is Iraq's primary electronic collection of graduate theses and dissertations from its universities, essential for knowledge sharing, supporting open access, and assisting academic verification. <strong>Conclusions</strong>. Despite the challenges, IQDR has the potential to undergo significant strategic transformations if we properly capitalize on the available opportunities. The repository can be developed into a national knowledge platform by incorporating faculty research and locally published articles, as well as linking it to local scientific conferences and working papers<strong>.</strong></p>MUSTAFA H. <p><strong>Objective.</strong> The study aims to transfer the existing experience of scientific libraries in evaluating scientific information into the modern digital environment, to study new “evaluation standards”, and to integrate them into international practice. <strong>Methods.</strong> A synthesis of traditional methods of servicing library and information activities with modern technologies and a comparison of innovative approaches with traditions are used in the article. <strong>Results. </strong>Libraries, whether traditional, digital, or hybrid, constitute a valuable information heritage of human society. Their sustainability and ability to preserve their position in the modern information age depend largely on the correct assessment of their socio-philosophical significance. The adoption of modern methods and technologies that meet current demands enhances the attractiveness of scientific libraries. This article studies, for the first time, the methodology used in Azerbaijan to determine the National H-index and evaluates its degree of compliance with international standards. A scientific-theoretical analysis of the work carried out in 2023–2025 is conducted, and recommendations are made for the first time to enhance the role of scientific libraries in the evaluation of scientific activity. Since 2023, scientometric methods have been applied in Azerbaijan to study the rankings of scientific and higher educational institutions, as well as researchers, and to determine the National H-index. The scientific validity of this methodology and its compliance with international standards is being examined for the first time. The globalization of scientific information determines a number of international norms. These include the assessment of scientific information, the calculation of ratings, and the determination of the national Hirsch index, all of which are based on uniform standards. Experience shows that university libraries’ participation in these processes, their monitoring of scientific information circulation, and the organization of educational activities demonstrate positive efficiency. <strong>Conclusions.</strong> The growth of scientific information arrays and the need for their evaluation for management purposes is increasing every day. Scientific libraries attempt to manage this process not only through traditional methods but also by applying new digital opportunities and modern methodologies, introducing innovative evaluation tools. Gradually, consolidated international standards have been formed, and it has become important to align national projects with these standards. Expanding the participation of academic libraries in determining the National H-index is proposed. The problem involves not only processing, preserving, and providing access to scientific information but also learning to apply scientometric methods in its evaluation. <p> </p> <p><strong>Objective. </strong>The purpose of this article is to present information literacy integration into university curriculum at all levels and to provide insights into how artificial intelligence is changing information retrieval and information behaviour. <strong>Methods</strong>. The methodology used in this article was a case study. As a case analysed Kaunas University of Technology information literacy integration into all study levels. The literature review, analysis of documents, and results of students' surveys were used as methods to collect data and gain a more in-depth understanding of certain issues of a targeted group of individuals. <strong>Results</strong><strong>.</strong> The library plays a key role in supporting the development of information literacy at all levels of study. In order to strengthen collaboration with academics and assist students in developing information literacy skills, new positions were established in the library, such as subject librarians and data librarians. Information literacy (IL) training is fully integrated into all levels of study. Bachelor and master’s students receive six hours of compulsory IL training, while doctoral students take an optional course in Research Data Management (RDM). University students, researchers, and academic staff can improve their information literacy skills by participating in stand-alone training courses provided by the library. The library also offers Moodle-based self-paced courses in Lithuanian and English, as well as training on artificial intelligence tools and ethical information use. Students rate the training courses high value and very high value the competence of librarians in delivering training and providing assistance on various information literacy issues. <strong>Conclusions</strong><strong>.</strong> Integration of information literacy training across all levels of university study programmes is essential to prepare students for academic and professional success in an information-rich society. Libraries play a key role as educators, facilitators, partners, and resource providers in this endeavour. A disciplinary and developmental approach ensures that IL skills are relevant, meaningful, and effectively embedded within the curriculum. The content and scope of information literacy education must be improved in line with the emergence and development of information technology and artificial intelligence. By adopting strategic, collaborative, and innovative practices, universities can cultivate a culture of information competence that benefits students throughout their academic journey and beyond.</p>G. <p><strong>Objective<em>. </em></strong>The research analyzes how the Ministry of Education and Science of Ukraine ensures the formation and implementation of state policy in the fields of scientific, scientific and technical, and innovative activities through digitalization. Particular attention is paid to the use of information and communication systems, databases, and electronic resources of the State Scientific and Technical Library of Ukraine (SSTL of Ukraine). The paper focuses on the implementation and development of the National Electronic Scientific and Information System URIS and the Open Ukrainian Citation Index (OUCI). The objective is to identify their current achievements, propose improvements, and outline promising areas for further development. <strong>Methods. </strong>The research applies general scientific and analytical methods. Empirical methods (monitoring, analysis, and synthesis) were used to study the operation of digital systems. Theoretical and formalization methods supported the analysis of legal and regulatory documents governing science policy. System and functional analyses were applied to assess internal and external integration, technical efficiency, and management procedures. Strategic planning, bibliometric and content analyses, and descriptive statistics were used to forecast development scenarios and evaluate performance indicators. <strong>Results.</strong> The results show that the SSTL of Ukraine has become a central institution in the digitalization of scientific governance. The URIS system has enabled full digitalization of procedures for research funding, institutional evaluation, and reporting. The OUCI provides a national citation database aligned with Open Science and FAIR principles. These tools improved transparency, efficiency, and interoperability. The SSTL also supports access to international databases and maintains a national electronic catalogue. <strong>Conclusions. </strong>Digital transformation of scientific management in Ukraine has reached a new level through the URIS and OUCI systems. <p><strong>Objective.</strong> The article highlights the pedagogical aspects of library activities at technical universities under martial law. <strong>Methods.</strong> To achieve the objective, methods of analysis and synthesis, web monitoring, systematisation and generalisation were used. <strong>Results.</strong> Based on the study of reports and websites of 14 libraries of technical universities in Ukraine, including those located near the front line, the main areas of their pedagogical services were identified. These are the formation of information, digital and media culture, academic integrity; the formation of competencies in the context of open science. A new direction has been initiated, related to the promotion of safety and psychological health in conditions of martial law. The promising opportunity for libraries to teach literacy in the field of artificial intelligence has been identified. <strong>Conclusions.</strong> University libraries in Ukraine are actively introducing new forms and areas of activity for organising the training of students, scientific and teaching staff and colleagues based on different learning styles, and are expanding educational content in line with new challenges. <p><strong>Objective.</strong> This paper explores the significance of the library and information environment of a scientific library in developing the foreign language communicative competence of future specialists in armaments and equipment for engineering troops. The aim of the article is to justify the role of the library and information environment in fostering foreign language communicative competence among these future professionals. <strong>Methods.</strong> The analysis and synthesis of scientific, pedagogical and methodological literature, descriptive method, etc. were used in the study. <strong>Results.</strong> The results of the study, as well as the conclusions drawn on their basis, are of practical value for teachers of higher military educational institutions, methodologists, librarians and developers of educational programmes aimed at improving the level of foreign language training of future specialists in weapons and engineering of engineering troops. <strong>Conclusions.</strong> The study reveals that the library and information environment serves as a powerful resource for shaping such competence, as the integration of traditional and modern information technologies, the emphasis on cadets’ needs, and the openness to innovative approaches collectively contribute to the preparation of highly qualified specialists capable of effective communication and professional engagement in an international context.</p>A. <p><strong>Objective.</strong> The purpose of the article is to comprehensively analyze the semantic transformations of the lexeme librarian, the features of its interpretation in both the lexical register and discourse. The study of theoretical material and source base made it possible to build and compare lexical-semantic fields of lexemes librarian / teacher, to show their semantic intersections - a linguistic reflection of the idea of a librarian transformed in the minds of speakers and interpreted under the influence of essential objective / subjective intra- and extralingual factors. <strong>Methods.</strong> To achieve the defined goal, general scientific and linguistic research methods were applied. First of all, to study and explain the structure, content, and logic of dictionary definitions of the considered concept, the method of semantic analysis of definitions was used. The corpus approach made it possible to trace the frequency and dynamics of the use of lexemes librarian and teacher in discursive content. Semantic-distributive analysis made it possible to analyze the specificity and variation of the contextual compatibility of the considered lexeme, to construct a lexical-semantic field. <strong>Results.</strong> The results illustrate the emergence of new semiotics, layered and usual, and therefore semantic modifications caused by extralinguistic factors. <strong>Conclusions.</strong> The results of the study convince that the understanding of the concept of a librarian is shifting from mediation in the “information – reader” paradigm to mentoring, supervision, tutoring, teaching, and active involvement in the organization of the cultural and educational process.</p>M. <p><strong>Objective.</strong> The purpose of the study is to elaborate on the conceptual foundations for the effective development of the open Science ecosystem by university libraries in Ukraine. The research demonstrates that the unique potential of university libraries enables them to effectively shape all components of the Open Science ecosystem, thereby promoting Ukraine’s accelerated integration into the European Research Area. <strong>Methods. </strong>The study employed the methods of observation, generalization, comparison, content analysis of the official websites of leading Ukrainian universities and their libraries, statistical and mathematical methods, as well as systemic and socio-communicative approaches. <strong>Results.</strong> The study identified the incorporation status of the highest-ranking universities of Ukraine into the European Research Area through the effectiveness of their libraries in developing basic components of the Open Science ecosystem. The research clarified the necessity to intensify activities of the university libraries in creating research data repositories and forming a data management culture among scientists as a crucial element of Open Science.<strong> Conclusions.</strong> University libraries possess strong resources and human potential to enhance the effectiveness for developing the core components of the Open Science ecosystem (i.e., open access to publications; open research data; education and skills; research responsibility and integrity; research performance evaluation; citizen science). Systematic formation, promotion, and use of the Open Science resources and tools by university libraries are essential conditions for the effective development of their ecosystem and for the improvement of Ukrainian higher education institutions’ productivity and quality of research activities.</p>А. <p>The<strong> objective</strong> of this research is to examine the scientific studies worldwide on OE, determine the main characteristics and trends in the development of OE and analyze the world academic libraries’ experience in promoting Open Science (OS) and wider use of scientific research results. <strong>Methods</strong><strong>.</strong> To assess data based on the Library internet resources usage descriptive statistics and observation methods were exploited. <strong>Results.</strong> The focus was made on the necessity of providing free access to educational resources in Ukrainian universities in various scenarios of uncertainty and challenges, especially at times of war. In terms of our investigation, we analyzed the role of the VSPU Library in creating environment for open educational resources and made an attempt to evaluate the effectiveness of implementation of the EU’s open science policy. <strong>Conclusion</strong><strong>s.</strong> The findings revealed the gradual implementation of the principles of OE in the pedagogical university, which is beneficial for both students and educators to get free access to relevant educational content, while enhancing institutional reputation of the university and library professionals.</p>V. <p>The <strong>objective </strong>of the proposed study is to highlight the issue of equal access to library and information services for national minorities and indigenous peoples of Ukraine in the context of countering the threats faced by the world in the first quarter of the 21st century. <strong>Methods</strong>. Methodologically, the article is based on the correlation of the concepts of power and culture, which in our case are represented by libraries and ethnic communities, respectively. <strong>Results</strong>. Based on the analysis of reporting materials and the content of the websites of Ukrainian library institutions, a number of successful approaches to the integration of national minorities and indigenous peoples into the library space were identified. However, in the vast majority of cases, there is a tendency towards declarativity and symptomatism in the implementation of IFLA guidelines aimed at achieving equality in the library and information sphere. The final part of the article and <strong>conclusions</strong> propose the development and implementation of a roadmap aimed at reducing the striking imbalance in access to library services for national minorities and indigenous peoples.</p>I. <p><strong>Objective. </strong>The article is devoted to the study of means and methods of information use, as well as meeting the information needs of remote users in the activities of Dnipro’s libraries, archives and museums. <strong>Methods.</strong> The analysis method was used to define the concept of “information”, the terms “modern means of information use” and “modern methods of information use”, as well as to examine the products and services provided through digital communications, considered as tools of information use and meeting the information needs of remote users of these document and information structures. The methods and the means of information use were also analysed. The synthesis method was used to make conclusions. <strong>Results.</strong> It was determined that the means of information use may include various channels and tools employed for obtaining, collecting, processing, reproducing, disseminating, and perceiving information. The types of digital communications used by libraries, archives, and museums were also examined, including their division into internal and external communications. It is stated that external digital communications can be grouped and contribute to creating and utilizing shared information resources, products, and services with other institutions. They are also effective means of information use and meeting the information needs of remote users. <strong>Conclusions.</strong> Establishing the presence of document and information structures in social networks is a crucial aspect of their activities. Digital communications in social media have become effective tools for engaging new users, providing information, facilitating information use, and meeting the information needs of remote audiences.</p>O. <p><strong>The objective </strong>of this article is to examine the book collection related to the history, geography, and culture of Lithuania, stored in the university library's holdings, categorized by fields of knowledge, content, author groups, chronological boundaries, and printing design.<strong> Methods. </strong>The research focused on book publications from the 19th to the early 20th centuries, sourced from various departments of the scientific library. The methodology involved studying both world and Ukrainian historical and literary heritage, employing research methods such as analytical-synthetic, system-structural, comparative, and statistical approaches.<strong> Results. </strong>The findings indicate that this collection serves as a valuable resource for studying the country's history, especially the history of Lithuania and the Lithuanian people from ancient times to the early 20th century. The library's collection revealed significant copies valuable for their content and printing characteristics, and helped identify key aspects of Lithuania's historical, geographical, and cultural development. Particular attention was given to author groups and publisher seals on the publications.<strong> Conclusions. </strong>In today's context, studying global book heritage remains a relevant and vital aspect of library work. The collection on the history, geography, and culture of Lithuania provides a solid foundation for understanding the origins and evolution of Ukrainian-Lithuanian relations. <p><strong>Objective</strong>. Digital collections of artistic direction are of great value to society from cultural, social and economic points of view. The article aims to study the existing digital art collections created by libraries of higher education institutions, to analyse the subject matter, structure, assess the scope, accessibility and usability. <strong>Methods</strong>. The study was conducted on the basis of a content analysis of 5 digital art collections launched by libraries of leading higher education institutions of Ukraine: National University of Kyiv-Mohyla Academy, Ukrainian Catholic University, Scientific Library of Yurii Fedkovych Chernivtsi National University, Kyiv National University of Culture and Arts, Kharkiv State Academy of Design and Arts. <strong>Results</strong>. A content analysis of digital art collections of libraries of higher education institutions of Ukraine was conducted. Integration into the scientific and educational space of the studied collections occurs mainly through their use in the educational process and research practices, which allows us to state that the potential of the studied resources remains only partially realized. <strong>Conclusions</strong>. It was found that digital art collections are currently presented in a rather fragmentary manner within the framework of local digital projects of individual higher education institutions. <p><strong>Objective</strong>. The paper aims to identify the main sources of information on the monetary appraisal of archival documents and to analyse the main conceptual principles underlying this process. <strong>Methods</strong><strong>.</strong> The following methods were used in the course of the research: historical source analysis, historical comparison, and conceptual analysis. <strong>Results</strong><strong>.</strong> The authors characterised the main sources of information on the valuation of archival documents, in particular, the websites of the National Archival Appraisal Board, Library and Archives of Canada, the Canadian Cultural Property Export Review Board, the Antiquarian Booksellers’ Association of America, proceedings of the 2007 conference in Ottawa “The Future of Monetary Valuation in Canada”, and forum reports (2022) on the topic “Much More Than Money”. The main conceptual principles used by archivists and other experts in determining the monetary value of documents are identified. <strong>Conclusions.</strong> The sources of information on the appraisal of archival artefacts in Canada are quite representative and provide an overall picture of the organisation of these processes and the results of their implementation. The criteria for the appraisal of archival documents can be applied to the valuation and purchase of library collections and individual book artefacts. Despite differences in the organisation of the appraisal process, the conceptual approaches to the process itself in Canada and Ukraine are almost identical. However, the experience of Canadian archivists is valuable and requires in-depth study, especially in the areas of monetary valuation of audiovisual documents and documents in electronic form.</p>V. <p><strong>Objective.</strong> Theatre, as a special type of social communication and a form of culture, acquires signs of multidisciplinarity in our time. During wartime, it becomes an important consolidating factor in the development of Ukrainian society and in shaping patriotic meanings of existence. Comprehensively interpreted in specialized cultural publications, including those presented in library collections, the art of Melpomene today remains the most mobile, lively, and aimed at finding social dialogue, a form of artistic communication. Its stage codes are organically interpreted in the well-known Ukrainian periodicals such as “Kino-teatr”, “Ukrainian Theatre”, “Theatral`nа besida” in the genres of reviews and theatrical surveys. <strong>Methods. </strong>The methodological framework comprises inductive-deductive and systematic methods, content analysis, and the semiotic method, alongside cultural analysis of theatre studies texts. <strong>Results. </strong>Theatrical periodicals in 21st-century Ukraine embody the cultural dimension of the nation’s development, marked by severe wartime challenges. Actively represented in the collections of Ukrainian libraries and in digital formats, theatrical criticism and journalism contribute to shaping the spiritual potential of the nation, fulfill the value-oriented function of culture in a globalized society, and unite society in the search for national identity. <strong>Conclusions.</strong> Specialized theatrical publications of the 21st century articulate Ukraine’s contemporary wartime experience through stage concepts. <p>This study examines how English-language materials on Ukraine’s cultural heritage and library resources contribute to the development of patriotic and intercultural competences among teachers of military higher education institutions. <strong>Objective. </strong>The purpose of this work is to substantiate and analyse the pedagogical potential of English-language cultural heritage materials and library resources in fostering patriotic and intercultural competences of teachers in military higher education institutions. <strong>Methods</strong>. The paper uses a set of theoretical research methods, including analysis of scientific sources in the field of pedagogy, linguodidactics and cultural studies, generalisation and systematisation of normative documents on language training of teachers, as well as comparison, systematisation, system-structural and system-functional analysis. <strong>Results</strong>. The results of the study have shown that the integration of English-language cultural sources and the possibilities of library collections provides deepening of knowledge about national heritage and the development of the ability to present it in an intercultural context, which contributes to the professional mobility of teachers. <strong>Conclusions</strong>. It is concluded that the systematic involvement of these resources in the educational process of military higher education institutions creates conditions for a harmonious combination of patriotic education with the development of intercultural communication skills, which is an important component of the modern educational paradigm.</p>YA. <p><strong>Objective.</strong> The article examines the main vectors of integration of V. I. Vernadskyi National Library of Ukraine (VNLU) into the international library space during 2022–2025 under wartime conditions. <strong>Methods.</strong> The study applies a systemic and structural-functional approach, employing general scientific methods of analysis, synthesis, and generalization. A case study method was applied to trace how the library adapted its international activities during the specified period. <strong>Results.</strong> The findings indicate that, under conditions of geopolitical instability and national threats, the international dimension of V. I. Vernadskyi National Library of Ukraine’s activities became strategically significant for strengthening the institution’s resilience and positioning as a robust institution within the international library community. The European and transatlantic vectors were identified as dominant in the library’s integration processes, fostering intercultural dialogue, international collaboration, professional partnerships, and the preservation of cultural heritage. <strong>Conclusions.</strong> The integration processes of V. I. Vernadskyi National Library of Ukraine are defined by the dominance of the European and transatlantic vectors, which reinforce the library’s institutional capacity and its international agency in the global information space.</p>L. <p><strong>Objective.</strong> Library consortia are established to address financial and resource limitations of individual libraries by promoting collaboration and cooperation. In the Philippines, the Network of CALABARZON Educational Institutions (NOCEI) library consortium serves this purpose by enhancing access to resources and services among its members. This study evaluated the effectiveness of the NOCEI library consortium, identified challenges encountered by member institutions, and examined differences in effectiveness and challenges when grouped according to institutional profiles. <strong>Methods.</strong> Using a descriptive research design, thirty-eight (38) member institutions participated through a survey questionnaire. <strong>Results.</strong> Results revealed that half of the respondents were from Batangas, most had been members for six years or more, and they regularly participated in consortium activities. The NOCEI library consortium was rated highly effective with an average weighted mean of 3.39. The challenges encountered by NOCEI members were generally rated as “agree”, indicating that respondents acknowledged the presence of these issues. The most common challenge identified was the lack of coordination and communication among libraries. Statistical tests showed no significant differences in effectiveness and challenges when grouped by location, duration of membership, or frequency of participation. <strong>Conclusions.</strong> The findings suggest that while NOCEI is successful in providing wide access to information, strengthening communication and coordination mechanisms is essential for improving its overall impact.</p>M. <p><strong>Objective.</strong> This study analyzes international experiences in implementing the FAIR principles (Findability, Accessibility, Interoperability, Reusability) in research data management in university environments. <strong>Methods</strong>. A comprehensive methodological approach was used, including a systematic literature review of the publications of 2020-2024, case studies of best practices from leading European and American universities, expert interviews with university library data management specialists, and analysis of institutional policies and regulatory documents. <strong>Results</strong>. The analysis revealed significant variability in FAIR implementation levels depending on geographical location, institutional policies, cultural factors, technical infrastructure, and the specificities of scientific disciplines. Nordic countries and the UK demonstrate leadership in FAIR implementation, while Eastern European countries, including Ukraine, show significantly lower levels of implementation. Natural sciences demonstrate more developed data sharing practices compared to humanities and social sciences. The paper identifies main obstacles to the development of this area of activity in the library environment.<strong> Conclusions.</strong> Successful implementation of FAIR requires comprehensive approaches, including the development of institutional policies, the creation of specialized infrastructure, raising awareness among researchers, and the development of discipline-specific guidelines to ensure full compliance with FAIR principles.</p>S. <p><strong>Objective. </strong>The study investigates the Digital Library Ecosystem (DLE) using the case of Dragomanov Ukrainian State University Scientific Library, regarded as a central element of educational and scientific interaction. The principle “Sic parvis magna” (“greatness from small beginnings”) is demonstrated through the transformation of individual academic efforts into outcomes of international significance. <strong>Methods.</strong> The methodology applies a systemic approach, conceptualizing the DLE as an integrated socio-technical and information-communication structure. Analytical instruments of library web resources are emphasized as key indicators of academic community needs. Empirical substantiation is provided through statistical analysis. <strong>Results.</strong> The findings show that the DLE ensures comprehensive accumulation of scholarly information, enabling its structuring and integration into global scientific circulation. The cascading mechanism proves effective, as individual materials (articles, dissertations, etc.) acquire amplified academic significance. <strong>Conclusions.</strong> By implementing the “Sic parvis magna” principle, the DLE operates as a full academic component within international science, strategically valuable for transforming a “minor” academic gesture into “major” scientific achievement.</p>A. <p><strong>Objective.</strong> This study investigates the dual role of social media as a primary source of information in fostering political awareness among university students at Al-Hussein Bin Talal University. <strong>Methods.</strong> A mixed-methods approach was utilized, combining a validated Likert-scale questionnaire (α = 0.947) administered to 398 students with qualitative analysis of their social media engagement practices. <strong>Results.</strong> Findings indicate moderate engagement (M = 3.26–3.44) with platforms like Facebook and X (formerly Twitter), with a strong positive correlation (r = 0.665, p < 0.01) between usage frequency and political awareness, though critical source evaluation remains limited.<strong> Conclusions.</strong> Social media significantly shapes political consciousness, necessitating library-led digital literacy programs to enhance critical engagement and counter misinformation in higher education.</p> A. <p><strong>Objective.</strong> To examine the attitudes of Ukrainian researchers toward open access principles, open science, and research data management, as well as the role of libraries in promoting open science principles and practices, based on selected results from a sociological survey conducted by the State Scientific and Technical Library of Ukraine in April-August 2025. <strong>Methods.</strong> The study involved 702 respondents from various scientific disciplines and academic institutions, with librarians comprising nearly 10% of participants. The survey aimed to assess awareness levels, current practices, and readiness to implement open science approaches. <strong>Results.</strong> The findings demonstrate generally positive attitudes toward open access and open science while revealing limited practical implementation due to infrastructural, regulatory, or cultural barriers. Researchers identified key obstacles to sharing publications and data: lack of technical knowledge, uncertainty about legal aspects, absence of clear institutional policies, and inadequate organizational infrastructure. The survey also revealed significant gaps in researchers' knowledge regarding data management planning and FAIR principles. Academic libraries can and should fill these gaps as key intermediaries in the transition to open science through comprehensive researcher support: advocacy, training, consulting, development of publication and data repositories, assistance in creating metadata and data management plans. <strong>Conclusions.</strong> Academic libraries in Ukraine continue to actively participate in building open science and implementing its principles and practices. However, to ensure an effective transition to open science, they need to strengthen their role or even lead processes of creating and implementing institutional policies and data management infrastructure, developing systematic training, and providing comprehensive support to researchers at all stages of the research lifecycle.</p>T. <p><strong>Objective.</strong> Librarians’ responses to customer requests reflect their attitude. Encouraging positive attitudes among librarians is crucial for preparing institutions to reach their maximum potential in service delivery, particularly in research data services. Universities need academic library research data services to maintain data quality. These services help academic communities verify and maintain the quality of their data. Institutions, projects, and stakeholders determine the strategic value of data quality dimensions. This study aims to investigate research data services practiced by Indonesian academic librarians and to assess their attitudes, which are crucial for enhancing research data services and improving the quality of research data. <strong>Methods.</strong> Quantitative approach was used in this research. The sampling technique was purposive sampling. SEM-PLS and SmartPLS 3 were used for data analysis. This study focuses on academic librarians working in higher education institutions that are members of the Indonesian Higher Education Library Forum (FPPTI). Respondents were selected from libraries that provide research data services. <strong>Results.</strong> The results show that all constructs in the study were valid and reliable. The results emphasize the critical importance of research data services in the research model and the indirect effect of attitude on data quality through these services. Attitude has a significant impact on the research data service. However, the research data service has a more substantial impact on data quality. <strong>Conclusions.</strong> Fostering positive attitudes through training and supportive environments can improve service delivery and data quality. <p><strong>Objective.</strong><strong> </strong>As social media progresses in the Philippines, access to entertainment and online content has become convenient for today’s digital users. Given that consumption often involves purchasing services, and online user behavior is influenced by freely available content, this study investigates how avid beauty pageant fans search for live online content. The study asks the question: how do Filipino beauty pageant fans consume online live streaming content amidst the evolving landscape of social media and digital access? <strong>Methods</strong><strong>. </strong>This pilot study explored the previously unexamined information-seeking behaviors of individuals looking for free items when they engage with online beauty pageant content. Using a semi-structured online interview, responses were organized according to demographics and interview questions. Convenience sampling was used to gather initial data for this pilot study and improve the study design. <strong>R</strong><strong>esults</strong><strong>.</strong> A diverse group of 14 participants took part in the online survey, with age ranging from 26 to 52 years old, belonging to different professions. 93% avid fans of beauty pageants can identify local and international pageants. Participants were able to search the information they need by searching for the official website or social media pages and by reading the comments section of social media pages for tips and links. Participants were willing to share free access with others. However, most of the participants were not willing to pay for this kind of entertainment. Since libraries have the unique ability to expand their media services and collections based on their specific missions and target audiences, libraries have to address the needs of their enthusiastic online entertainment seekers. As the data provided, 66.67% strongly agree that access to digital entertainment content should be part of the services offered by public libraries to engage users and that the same number of participants strongly agree that streaming media should be a constant service of public libraries. <strong>Conclusions. </strong>This study explored the previously unexamined information seeking behavior of individuals seeking free items when engaging with online beauty pageant content. <p><strong>Objective.</strong> This study investigates trends in academic migration among Ukrainian scientists in the context of war-induced displacement. <strong>Methods.</strong> To analyze mobility patterns, a comprehensive approach was employed using the "Scientist" module – an analytical tool based on ORCID identifiers – which enables the detailed tracking of affiliations, publications, and international collaborations. Scientists' profiles were filtered by country of affiliation and further verified through manual analysis of publication timelines and profile updates. <strong>Results.</strong> The year of first foreign affiliation was estimated despite challenges arising from irregular profile updates. The findings reveal a clear trend of relocation and growing collaboration with foreign institutions, although many researchers still maintain ties with Ukrainian universities. The study highlights both the potential and limitations of relying on digital researcher profiles to assess migration. It <strong>concludes</strong> that integrating ORCID with complementary data sources significantly improves the accuracy of mobility analysis and offers a foundation for developing targeted support mechanisms for displaced scientists, ensuring continuity and resilience within the Ukrainian research ecosystem.</p>I. <p><strong>Objective.</strong> Because cloud computing offers adaptable, scalable, and affordable technological solutions, it has profoundly changed academic librarianship. However, despite its growing use worldwide, its adoption in Philippine academic libraries remains underreported. Many institutions continue to struggle with economic, technical, and administrative barriers that affect implementation. This study explores how cloud computing is currently being used in higher education libraries in the Philippines, looking closely at how extensively it is adopted, how stakeholders perceive it, and what challenges arise throughout the process. <strong>Methods.</strong> Information was collected using both printed and online survey forms, following strict ethical guidelines that ensured informed consent and protected participant confidentiality. Descriptive statistical techniques, including frequency counts, percentages, weighted averages, and standard deviations, were then used to analyze the data. A total of 101 librarians and library employees from various higher education institutions participated in the study, which employed a descriptive-quantitative design. A validated survey instrument was employed to assess how these libraries adopt, integrate, and maintain cloud-based technologies. <strong>Results.</strong> The study revealed that cloud technology is already well-integrated into many academic libraries, with 73% of respondents reporting more than four years of cloud service use. Content Delivery Networks and Database-as-a-Service tools were the most commonly used, reflecting a strong focus on improving access to and delivery of digital resources. Cost savings and the ability to easily scale systems were the main reasons libraries chose to adopt cloud services. On the other hand, limited funding, worries about data security, and a lack of technical expertise were identified as the most significant challenges. <strong>Conclusions.</strong> It is concluded that cloud computing is a practical and sustainable way to improve library services in Philippine higher education institutions. However, its long-term success will depend on greater financial investment, enhanced training and capacity-building for staff, and the implementation of more robust security measures.</p>E. D. <p><strong>Objective. </strong>The article aims to analyse the possibilities and practices of using social media as a tool for effective communication between academic libraries and participants in the educational process, and to identify the ways to increase student engagement with library resources and services through social networks. <strong>Methods.</strong> The authors used a comprehensive approach, combining theoretical and empirical research methods, in particular, analysis of professional literature, content analysis of library pages on social networks, questionnaires and informal surveys of students. This made it possible to identify trends in the information preferences of young people and the characteristics of their interaction with the library. <strong>Results. </strong>The analysis showed that students are open to communicating with the library through social media, provided that the content is relevant and adapted to their information needs and the format of modern digital communication. <strong>Conclusions.</strong> Analysis of the data obtained indicates that successful library practice should be based on a combination of informational, educational and visual components, as well as a flexible communication strategy that takes into account analytical data and feedback from users.</p>O. <p><strong>Objective.</strong> This study aims to assess the alignment of Ukraine’s regulatory framework with the current requirements for the development of librarianship, to identify the key challenges hindering the integration of Ukrainian libraries into the global information environment, and to propose possible solutions. <strong>Methods</strong>. The research is based on a set of general and specialized methods of scientific inquiry, including analysis, synthesis, processing of a wide range of information sources, generalization, and the application of the principles of scientific objectivity and systematicity, which together contributed to the achievement of the research objectives. <strong>Results</strong>. The study identifies a number of issues within Ukraine’s library sector that require improvements in the regulatory and legal framework. These include: restructuring of the library network, enhancement of governance in the library sphere, modernization of the regulatory basis for collection development, and adoption of state targeted programmes for sectorial development. <strong>Conclusions</strong>. Library legislation establishes the requirements and principles of library operation, providing access to information, support for education and science, preservation of historical and cultural heritage and cultural development of society, aimed at harmonising legal norms with international law. <p><strong>Objective.</strong> The article is devoted to determining the place of university repositories in the open science ecosystem, which form the research infrastructure at the institutional level. <strong>Methods.</strong> The article uses research methods such as: analysis, synthesis, comparison and generalization. <strong>Results</strong>. The landscape of open research services, the authors of which are leading European developers, is considered. The European experience of implementing innovative systems that meet the FAIR principles is presented. The infrastructure of open science in Lithuania is rapidly improving in accordance with EU requirements and adopted regulatory provisions at the institutional level. An extensive network of electronic resources of open access to scientific metadata at Mykolas Romeris University is presented, and at the institutional level the repository occupies an important place. One of the important links in promoting open access at the institutional level is the academic library. Liaison librarians carry out advisory, informational and explanatory work, in particular on the issues of archiving scientific works to the university repository among scientists and researchers, and who are empowered with such powers in accordance with the adopted open science policy at Mykolas Romeris University. In Ukraine, which is a candidate for membership in the European Union, the active implementation of open access systems in accordance with UNESCO requirements and EU Directives is becoming an urgent requirement. <strong>Conclusions.</strong> University repositories in Ukraine need: updating software and hardware, modernizing technical facilities, and improving experience with the modern systems. <p><strong>Objective.</strong> This publication studies the potential for using artificial intelligence and open APIs (Application Programming Interface) to automate publication activity monitoring. <strong>Methods</strong>. This study analyzes and experimentally tests the capabilities of open APIs and artificial intelligence in automating bibliographic data monitoring and processing. <strong>Results</strong>. The authors tested the potential of artificial intelligence to create an automated application that processes large volumes of bibliographic data, generates accurate bibliographic descriptions, and exports them in a tabular format. <strong>Conclusions</strong>. The developed prototype demonstrates that, when combined with open APIs, artificial intelligence can effectively automate the creation of bibliographic descriptions and the processing of publication data in academic libraries.</p>O.
